1 Nope.
2 PAL and NTSC are completly different formats. It's like apples and oranges, not the same at all. You might be able to buy a PAL to NTSC converter for the screen, but I'm not even sure if such a thing exists. If it does it would likely cost a lot.
I wonder if you could mod your PAL gamecube to ouput NTSC... I have no idea, since I have no experience with GC.

isn't PAL/NTSC determined by the frequency of the crystal (and perhaps some other, smaller parts)?

to mod the NTSC screen you could maybe switch it with a PAL crystal, though I'm not sure if that'd work.
Without games my life would have no meaning.
Well, I guess it would, but it would be a lot less fun!!!!!!!

There isn't any signal-blocking circuitry that keeps them from working togther, it's the gamecube itself.

The video circuitry in the systems is designed to work with one format. In most of the world's case it's PAL (or SCEAM, but I'm not talking about that right now). Most of the difference between NTSC and PAL is the way the color signals are encoded. They also have different resolutions and frame rates.

Mixing the two signals is like trying to fit a square peg in a round hole; it just won't work.

While you may be able to track down or build an NTSC/PAL converter board, it would be easier just to find a PAL screen for your PAL Gamecube.
