I don't think wether it outputs RGB or composite video should matter as to weather it's a NOAC or not. After all NOACs are not made from the original NESs PPU schematics, so there are bound to be differences. If Composite output is that important, an RGB to NTSC/PAL converter can be added inside the chips packaging seperately from the NOAC itself, and unless it was outputing the RGB as well (and in this case it outputs both), you would never know the difference.

As for needing extra logic for the flash, well yeah, it'll need an MMC likely a custom one, just to access the amount of storage the flash can access. A custom MMC could easily arbitrate between the access of the CPU and PPU to the flash.

gannon: He's right. Some NOAC designs are out in the ether for everyone to have at, and it's pretty easy to get the NTSC encoding removed. Also, TTL and CMOS levels and reading PRG/CHR on one chip (btw, some professional cartridges had no CHR memory. You can have all of your sprites in PRG)... these don't affect the NOAC status of it. They just affect the suitability of it to be modified into a generic NES-compatible. If it is (roughly) doing the actions of the 6502 and PPU, it's an NOAC, IMO.
It would be quite badass if someone could figure out how to mod one of these into playing NES carts though. Really cheap NES portable
