... a program to enhance video that is either free or has a free trial that i could use for two videos. I need a program that will make small low quality videos bigger and not lose quality (maybe gain quality) and make it so i could put a small low quality video on a dvd and it look ok on a tv.

Ya, video's are incoded with a set size and video quality. If you could do that people would be sending DVDs around in small 3 kb videos through emails and then super un shrinkertizing them back to DVD quality. Still be prity awsome if it did work that way.

The best thing for that is Virtual Dub combined with a good resampling algorithm, but you certainly won't gain any quality. Hahaha

Make many, many animated gif frames.

Why not just buy a better camera?

It isnt from a camera its a clip that i got off the internet. (it is legal not like a movie or anything)
