What portable should i make i'm a noob though and i don't have a lot of money

Ah the question that has been asked a thousand times. 
Try searching through the Book forum, there's a few threads about this in there.
But for any portable, you can pretty much count on spending roughly $75-100 USD, if you have to buy all the parts but have all the tools and supplies. Of course the price will vary depending on the parts you use, the quality you want, and the tools you have avalible/have to buy.
About the easiest systems to portablize are the compact, direct-to-TV handheld controllers (like the Atari 10-in-one or basically anything from Jakks-Pacific.) However these are ususally limited to the games they come with.
The best thing you can do is read around the forums for a while, visit http://www.portablesofdoom.org (our big site for information) and decide for yourself.

He he all of the portables that im working on right now (ps2p,Mpsone,Pintendo64) have been completely free for me. all of the parts have just been given to me. good luck with your snesp or nesp. oh go here if ya want a noac for cheeply http://gamesrr.com/showitem.cgi?Power_Player&PP3.dat it comes with like 70 built in games or so plus has a famicom port in the back for playin dem japanese nes games (if you didn't know, the jap nes was called famicom, short for family computer) and you can cut and extend the cart slot like ben did or you can buy one of these http://www.lik-sang.com/info.php?catego ... ts_id=171& only get it from gannon.tk

I'm making a portable SNES. I planned to spend a max of $300 on it.
First, I got a SNES v3. I unsoldered a couple things, and moved the cartridge slot, then FRIED IT TO HELL
Then I got a screen. I took it apart, and although it still works, the screen is completely messed up, because I washed it with acetone (Why didn't I see that coming???)
Then I got another screen. And I'm NOT TOUCHING IT AT ALL!!!
The moral of this story is:
Especially for your first portable, expect to spend lots of money on errors. Or know EXACTLY what you're doing.
