maybe, it'd take a combo of software and hardware.
You need to combine the hsync and vsync into csync, and then put the RGB through a chroma encoder to make it into composite. You also need a software mod (through powerstrip or a change in the X config) to make the card output 15khz instead of 30khz.

Heres one, but it requires an adapter that's located here: http://www.laseroptronix.se/monit/vgas.html...but this has a composite input http://www.laseroptronix.se/monit/mon45.html that can be used with that adaptor.

Look around, lots of people have used a PSone screen with their computers. In fact, in the last 2 weeks riva16(I think that's the name) has been trying this, and created a couple threads about it.
