Pin #4 is the main power into the chip (IIRC) so cutting the power to the chip SHOULD be the same as removing it.

But it may have had a passthrough for enable, so you'd have to figure out what to jump.

Regardless, cutting the pin is easier than removing the whole chip.

not to mention that it makes it easier to reconnect it or add a switch to the pin to turn the chip on or off as disabling the chip will cause some games to not function (although from what I understand, around 90% of the games would still work without it.)
