You could make one, but with all the intigrated circuts it's prolly gonna end up costing you more to make one than actuly buy one, not to mention you would have to somehow get your hands on the firmware and a chip downloader (those run quite a bit of money). Not to mention you also won't have a warrenty on it so it anything dies on it your gonna have to spend even more money.
I would say it's better to just buy one than actuly end up making one.

I would suggest getting a Supercard or M3 Adapter. The have models to use either SD cards or CF cards. the Supercard is like 60 bucks, a 1GB SD card is like 60. A 256Mb (32MB) flash cart is 60 dollars, so you can double the price and get like 32x the memory.

you would not have gotten very far on a portable emulator on a GBA system. People complain because of the problems in supercard/m3 compatability, and there's not nearly as much to go wrong with their setups. but you could probably use a software emulator on a PocketPC and just convert the PPC to be more to your liking.
I use supercard everyday, it is my life. M3 was supposed to be better, but currently has more annoying problems to sort through--but when/if it's firmware comes up to speed it will likely be better than supercard.

compressed roms
DS support isn't bad for an afterthought
built in emus for gb/nes/tg16/sms/gg
supports sram or realtime save
cheat function
cons:
games must be patched with included software (easy)
initial load times when you start a game (compacted roms take longer)
no realtime clock...who cares?
EEPROM save not supported by hardware, patched to sram with software
2GB card limit, which firmware *may* be fixed in the future
fat file system--if you want your files sorted, you need another tool
slowdown that is caused by patching
slowdown that is caused by onboard rom not supporting the right memory speed
complete incompatability between rom and game causes some games not to work
