I know it may be silly to ask, but here goes. If a failed hard drive is still connected can recovery scanner still access it if the drive isnt spinning up( motor bad)?

newbie hard drive tech question

Hey guys newbie here, I just have a quick question. Could i take an old hard drive which the motor isnt working and solder a new motor to the existing connections and make it work long enough to retrieve my data. I appreciate any input
