I'm really keen on building something along the lines of a Portable NES, however I'm struggling to find a NOAC. Has anyone got any suggestions as to where I would get one of these (or more)?

go to gannon's site. Hes selling Noacs and famicom to American nes (i think thats Europe also)

It might be a problem for you because I'm assuming your TVs over there are PAL. Japan, China and the USA are all NTSC, and so are all (if not most) NOACs.
If you find a PAL NOAC then let me know

You could use an NTSC Noac for your progect, because the thing does not have a lock-out chip. However, some PAL games don't work quite perfectly on NTSC, and the music sounds much faster, so it won't be quite the same experience. Usually what happens with Pal is the bottom part gets chopped a bit on the NTSC. Its usually OK and playable. Since you will probably be using a NTSC PSone Screen there should be no problem. Just make sure you don't mix a NTSC noac with a PAL screen.
