The launchers themselves should still fire (aside from the ones that require the lock-on) but theoretically the lock-on function shouldn't work after an EMP. Then again, if someone launched an EMP, it should affect BOTH teams and not just your enemies... But I don't know how it actually goes in-game.

EMP does not effect both teams, only enemy, and auto locks stop working, so you can still fire as long as it doesn't require lock on.

the other team will only be able to fire missiles that dont require a lock in, eg. the rpg, or the first launcher on the list, the javelin and the stinger require a lock-on and wont work during an emp.
