I'm making a new DC to DC converter with a massive 12v battery in charge of the power. Could I use voltage regulators to change the 12V into the 5VDC and 3.3VDC needed?

Yes you can use voltage regulators. I would say though that if you have the money look into the better regulators. Ones like the 7805, are not efficient put out a lot of heat that could become a problem.

If you don't know where to look for them, try mouser.com or digikey.com. Both should have what you're looking for.
