An amazing idea on how to send mail for free!
Okay, here's my idea on how to send mail without postage!!!.
1. Write letter.
2. Put the person that you want to send it to in the RETURN address field.
3. Mail letter
4. They will recive the letter due to insufficient postage!!!

Except this would only work for local letters. An example follows.
You are in Ancaster, Ontario. You wish to use this method to send a letter for free to your friend in Toronto, Ontario (A 1 hour drive, roughly). The Post office in Ancaster will very likely NOT deliver the mail to Toronto without suspicion.
But I'll try it out for local and for non-local. Someone in Ontario PM me your address.

And yes, it's a silly idea and not worth the 39 cents you'll save. Plus, as has already been said, it's probably a federal offense.
