Never heard of ACTs, and my sister is starting her first year off college in 6 weeks, she took no such test to my knowledge.

Sorry, but I have to step in here. There is no law saying you have to take the ACTs, at least, not on a national level or in the state of New Jersey. The ACT, like the more popular SAT is used by colleges to judge the qualifications of applicants. Since in the past the SAT was only focused on math and verbal, the ACT, which tested a broader range of subject areas, was considered by some to be more telling of the applicants abilities. From what I've heard, on the East Coast the SAT was and is the more popular of the two, with almost all schools accepting/requiring scores from it, and a smaller subset accepting ACT scores. On the West Coast many other schools want ACT scores rather than SATs. That's just the way it seems to have worked out.

From what I've heard (if I remember correctly, which I think I do judging by the context) Eastern colleges tend to rely on the SAT, while those in the west, like California, look at the ACT.
