the thing is i initially get 9.4v but it will eventually drop to like 7 is that too low?

sounds like a bad battery :? . you might want to consider selling it and getting a new one

i made the battery pack myself. I have 2 which i will run in paralell, so i will get a high capacity battery pack. I think i will raise the voltage and use a regulator.

You can use anything between 658ohm-770.8ohm for the 770ohm resistor. 658ohm would give you 3V, and 770.8ohm would give you 3.3V.

Test that with a multimeter and different loads first, because I got the equation from a website that didn't go deep into details.

Vout=1.25+R2(1.25/R1)
