It would depend on how you're wanting it done up. I personally don't paint, and after a swap like that the controller would look similar to this here when I was done with it. -

I'd have to send it off to someone else to get painted before completing the assembly if you wanted it done that way and that cost would be up to them and if it turned out to be a crap job and/or ruined the controller that would be their fault, not mine, or you could use it as is, and even in that shape there it feels much better than after it's painted IMHO.
The PS3 stick caps can be installed, but not the actual PS3 sticks, they are a completely different type, but the stick caps can be put on there yes.
