I did open it up, and it does still support the lockout chip. Comparing pictures of the v1 board to the v2, I would say they are nearly identical.

To confirm, the v1 and v2 boards are identical.
Sadly, with my v2 FC16, adding the lockout chip from a working game, moving the solder blobs on SW2 and SW3, and adding a 2.2 cap did not work -- The unit would not boot any game with it in that config.
I tried getting it to work by putting the blobs back, and then by removing the cap, but ultimately I had to remove the lockout chip. Now, back to it's factory state, my FC16 plays all games again except the ones with the SA-1.
Shrug.

This begs the question: how was the lockout chip oriented when you soldered it in?

To make PAL games work do I want to solder a NTSC or PAL lockout chip to the board?
Also, Ace_1, can I get you to update this image with the location of the 2.2uF capacitor?
Edit: whats this about the lock out chip not working on Revision 2?
I have revision 2!
Edit2: think I could add a port for SNES controller 2?

Nope, I had it right. It was upside down in relation to the tct-975 chip above it.
I would love for someone to prove me wrong and get a v2 working with the chip, but it did not work for me.

Wow, that's REALLY weird. I'm going to open up my FC Twin and see how I soldered the lockout chip on its Super NES board, as the solder spot is identical minus a spot to solder the 2.2uF capacitor.
EDIT: Hang on, I might have made a mistake on how the capacitor should be soldered. After looking at pictures of the FC Twin Super NES motherboard again(I don't have access to my FC Twin), it seems like the negative pin on the capacitor DOES NOT go to Ground, but somewhere else on the motherboard. Once I get to my FC Twin, I'll tell you where that somewhere is.

anybody know what voltage the LED backlight runs at? im guessing ~3.3 but if anybody has concrete info let me know!

The lcd runs at 3.3v but the backlight + line going into the Lcd runs at 18v for some funny reason.

Most devices have their backlight LEDs in series, so that is right. The PSP's backlight runs at 30something volts.
