Using some software you can find on the internet, you can use this cable to copy Dreamcast games to an iso file on your computer. It's really slow, though. It can also be used by game developers to upload code to the Dreamcast.

Is there any noticeable lag (would it be usable with a game console)? Also, what resolution does its VGA output have?

I couldn't notice any lag at all. The resolution is 640 x 480.
