Either buy Adobe Imageready (comes w/ Photoshop) or google around for "Microsoft GIF Animator".

Or, if you want to make fancy stuff, (and you got plenty of cash) you could get After Effects.

After Effects is specific to video special effects... Imageready would be the more obvious choice.

You can make animated gifs in the gimp. Its a lot better than paying $$$ for photoshop or whatever, and once you figure out how to use it, its pretty good too.

figured out how to use the gimp animator... now if i could just think of something to animate! like... tux jumping on a goomba
