There has been a post about making a multi cart. If you do a search (dont make a thread asking just look) and you should find it. Note that you will need an EEPROM burner to do what you want, a bank switcher, custom PCB and some wire.

But seeing as this is the NES, and the NES had even more wacky bankswitching crap (in the form of mappers) the simple answer is "no."
And no, ROMs are not legal even if you own the cartridge. You can only back up software on the same medium as the source (or a compatible medium). So if you have a machine that copies from a cartridge to a flash cartridge, then you're fine. But the intermediate step (copying the ROM to the computer) could be construed as illegal.
The custom PCB shouldn't be necessary, really. It'd just be slightly messier without one. But it'd require some amount of ingenuity, which I doubt pretty much anyone on this board has (because it'd need a software frontend that can read filesizes and act accordingly, and hardware implementation of bankswitching mappers from the original NES carts).

You could bould one out of a "Super fun joy mech player mech game" pirate Famicom. You will get 376235423845.2 games! (Actually 50, but there are 376235423845.2 variations!)

Or just color mods of classic games. Super Smurfio Bros. Albino Duck Hunt, and the endearing classic "Gothic Barbie"!

I know you can do this with the Krokodile Kartridge and the 2600, but I haven't seen an NES flash card.
