Resizing Display are on LCD Question

Alright guys,

I need your wicked skills for my question.

Basically, I have a casing I want to use to fit in 7" 4:3 screen. I spent good time looking for 7" LCD screens. But I can't seem to find any. Naturally, my choices came down to either fitting in smaller screen or larger screen.

I prefer putting in larger screen to maximize the screen area.

In order to solve this task, I have a question I woiuld like to have it answered. Is it possible to resize the display area on LCD screen?

I tried to illustrate it on the quick chart I made below.

Not likely, but possible. Most decoder chips inside these screens don't have that functionality, but some do.

If you can find a DVD player with a Full/Wide scaling setting, you could use that. But no guarantees.

What if I am running this off of a computer? Namely an XP or OS X?

I guess if it's possible this way, it will be more of a dedicated emulation machine instead of game console mod...

Is this something that needs to be done on a hardware level (LCD)? Or can this be done from a software level (OS)?
