a GBC or even a GBA sp in a TI calc would be awesome

I think you got what I said backwards. I'm talking about emulating the relatively expensive TI-83 on a cheaper, faster GBA.
And... I put it to you that your statement is wrong
It's quite easy to emulate more powerful hardware with lots of lag. Directly map opcodes without any optimization, and you'll have plenty
