Water-powered generator/turbine
This hit me in the shower like a brick.(Bricks hurt by the way.
) Could someone, theoretically, create a water powered electric generator? You would pour about one water bottle's worth if water in, then you have it flow by gravity to a centrifugal pump which is spun by a motor which is powered by a solar panel connected to a rechargeable battery. It launches the water to the turbine where it rotates and generates electricity. Then, because i've seen this happen, the moving water along with the pump create low pressure and suck the water back to it's original starting area. This would be able to charge your portable's batteries without an outlet
. You just need to give somebody a buck for a bottle of water. Obviously you would have to connect the output power to a battery charger that was designed for the generator. In short(too late now,) is this possible and would it be practical? 
If I understood you right, you couldn't make more power than the solar panel makes, even less because of the inefficiencies of the pump and generator.
If you want an almost self sustained power source, fork out the millions for one of these bad boys. Shovel just about anything but nuclear waste into it and let the vaporization commence.

that sounds about like the time I tried to make a perpetual machine by direct connecting a 12V motor direct to the shaft of a 12V generator then wiring from the generator to the motor, in theory the generator should have kept the motor running which would have kept the generator generating,,,,,the long and short of it, toatal failure, several injured, 2 killed, and massive amounts of collateral damage.
