Roms aren't illegal. Commercial roms downloaded from the internet are.

Nesticle, hands down.
The emulators I use for homebrew:
Snes: Zsnes
Sega Genesis: Kega
Gameboy (all): Visual Boy Advance
N64: Project 64
Nes: Nesticle

You should check out zophar.net if you want to know more about emulators.

Define the best emulator, do you want the emulator with the lowest cpu usage while retaining relatively accurate emulation or do you want an extremely accurate emulator?

I'd just go to Zophar.net and look at the ones there.

Oh yay. I'm going to give you more information than you wanted now. 8)

NES - Many believe the best NES emulator to be FCE Ultra. But I was never able to get that running on either of my computers. I use Nester J because I think it's the most accurate, and it has lots of features. (Like every NES peripheral I've ever heard of and some I haven't. I don't know if you can use a USB light gun with it, but it does support the light gun by way of mouse...) My brother stands by Jnes, probably because it's what he used first, and he doesn't like change that much... Jnes is second best to me, because it doesn't have nearly as many features as Nester J (E.G. only supports controllers...) and I don't think the sound is as accurate.

SNES - It's pretty much between SNES9X and ZSNES here. People constantly argue about which one is better. For me, and I think a small majority of people, ZSNES wins hands down. It's got the best sound support, the best video support, and most importantly, the best game support.

N64 - There are many N64 emulators out there, and I promise you I've tried them all... or at least 90% of them. The only one that has worked well for me was Project 64. But I also only have a 1.2GHz Celeron, 512MB RAM and a PCI GeForce FX 5200 with 256MB of VRAM. One important thing to remember is that N64 emulators rely a lot on their plug-ins. I recommend you try Project 64 and experiment with every audio and video plug-in you can find until you figure out what plug-ins and setings work best for you. Some people say N64 emulation has been nearly perfected, I disagree. In my opinion, it has a long way to go until it's as perfect as SNES emulation is now... but something tells me this is almost completely because of my "not-so-top-of-the-line" computer. :P

Sega Genesis/32X/SegaCD/Master System/Game Gear - I use an emulator called Gens. It plays Genesis, 32X, and SegaCD games. I've only played Genesis and SegaCD (I tried Lunar for about 2 minutes... couldn't stand the voice acting...) games, but they ran perfect for me. I just found out that there's an emulator called Gens Plus that is "based on" Gens, but adds SMS and Game Gear support. I haven't tested it myself, but if they run half as good as Genesis games on Gens, it should be just fine.

Yes, I know this is more than you asked for but... actually I don't have anything good to say... I'm tired. Yeah, g'night guys... [offtopic] I gotta get up early to go to my anime club meeting to watch anime and play videogames on projectors at my older brother's college. (They love me there because I have SNES ROMs on a DVD-R and my SNES parallel port interface and 4 SNES controllers that I hook up to the school computer so we can break out the old school. They especially love me for 4-player Bomberman. :P ) [/offtopic]

Edit: No one grill me either. Roms are only illegal if you don't own the original carts... which I do. So there. :P

I like FCE Ultra, but I whenever I try playing SMB on it, I always end up at the -1 world for some reason...

I use JNES when I can't use FCE Ultra...

*shameless plugs*

MarioNES, Or 80five!

okay now that thats over, I've been use Nestopia recently. mainly because it has a NTSC filter that makes the image seem as if you are playing it on a real NES, on a real TV. Its as accurate as anything else I can find too. Nesticle is waaaaay outdated. It works, but most roms had to be edited to work with it, thats why most roms on the net have garbage in the headers.

But seriously, MarioNES and 80five are oth my creations, and are decent, but I have a lot of room to improve on them.
