I'd say get more ram, and if your video card sucks, get a new one, that did wonders for my computer. I can't help you with 2000, we jumped from 95 to XP, so I don't think I've ever used it.

For a computer that old, you won't be getting anything that good so it should be cheap. Newegg has several that are around $20, they might even be too good. Check what kind of video card you have now.
Gamer if your computer uses SD-Rom 100/133 you can find that stuff everywhere. Ebay is selling it cheap and if any stores still have it it's only because it's on the price chopping block.
As for video cards anything over 2 years old is under $100. You could find a Radeon at ebay for cheap.

I searched for about 5 minutes and couldn't find out if that is a good or bad gpu. Could you check if you motherboard has an AGP slot, it likely will, but with a computer that old its safe to check so that you don't get the wrong kind of video card.
The SiS 530/620 is similar to what I have running on my (much) older server (It's running an SiS 530/5595, Super Socket 7). A 450-ish processor should be able to run XP fine, my 380Mhz with 192MB memory runs it great, you just have to turn off all the eye candy that slows it down.
