Handheld PC!!!
As well as doing the N-Forcer console when I get a laptop, I am also making a Handheld PC! Below is what will have, I'm not sure what specs it will have until the nano-itx is released.
-USB Controller built in with 12 buttons and 2 analog sticks (one for mouse control)
-A notebook styled keyboard that can be pulled out
-56x DVD/CDRW Combo Drive (with the front taken off to upload the cds dreamcast/psone style
-60GB harddrive
-It WONT have wireless internet (I can't afford the modem prices), but it will have a modem connection, so you can hook it up to a telephone line at home for 56k internet connection (Broadband is too illogical)
-It will have Windows XP
-Any games that rely on keyboard cannot be played at all, but there is a socket allowing you to plug in a keyboard, I just can't make a keyboard small enough.
-It will surely have a split-screen port of Doom! (Legacy)
Update: Actually it won't have a keyboard on

Also a mini-itx board like the VIA EPIA MII 12000 LVDS 1.2Ghz Motherboard might be good. It has intergrated composite out, a slot for CF cards and a PCMCIA slot so you can plug in wireless cards.

Scrap the P4 idea. For a portable, you want low power consumption, small size, and low heat. The integrated mini-itx processors kick ass in all three. You do not want to be carrying around a 100W processor and a full-sized heatsink.
Some mini-itx boards have s-video out, but you still need to convert that for a LCD.
And it's 15khz for RGB from the monitor port, as opposed to the ~31khz VGA standard. I don't know if the mini-itx boards can handle it; mine's running in Linux and I'm not ready to install video drivers on it.
