Nesp Almost Complete...NEED HELP!

Ok I tested and yes I do have nearly 10 volts going in to the 7805 on the NES motherboard. And I do have +5 volts coming out of it, so that component is good. I also tested and have +5 volts going into the motherboard (frmop the 7805). However when I tested the Video OUT port on the NES motherboard (going to the left PC board) I only get about 2 volts. Is the video OUT signal supposed to be +5? If that is lower than it should be then I can re-solder that and maybe that will deliver the power I need to get a video signal. Does that sound right to anyone?

Actually I do have my own thread, I posted it in the Hacking Videogame Consoles - The Book forum, before I realized there was a separate NES forum
My thread is Newbie needs troubleshooting NESp connections, screen, video. I'll stop posting here and start posting there. Good luck with the rest of your NESp and I'll see you in the other forums then! 
hey everyone, long time no post for me (been home for the thanksgiving). anyways, I've been helping minkster for a while now on his nesp. A couple weeks ago he asked me if I would take a look at it, but unfortunately it didn't get here until after I had left for home. without further rambling from me...

he had a lot of it done himself. The main problems were the shot 7805 that has been mentioned already, and a couple cold solder joints in the ground wires. also, just a couple little spots in the controller that needed tweaking, but nothing too major. all in all, a really nice job for someone who is completely new to working with electronic projects like this!!!
...I shouldn't post when I'm tired, I ramble too much
