I would really like to find out because they keep charging me and I haven't used it in like 2 months.

Charging you? They only charge when you sell something or are listing something to sell.

Is someone else using your account??

Are you getting email saying that you have some sort of buyer/seller dispute. And they want you to come and give your side of the story. Or settle the dispute?

If so, I've been getting email like that and I don't even have a ebay account.

So if the email you are getting are like that. It's probably a scam.

I know what happened now I got a bid but the guy didn't want it anymore how do I call ebay and tell them. I know its only 3 bucks but I got no money in my paypal and I really don't want this going crazy and getting out of hand.
