Super Joy 3 fried?

Hey guys, I have another problem.

My Super Joy 3 (NOAC) isn't working. When I power it up, it flashes a power line on the TV, but doesn't scroll "Happy Time!!!" like it used to.

Do you think that the rom chip is fried? It doesn't work when I put in a cart either. Any way to repare it?
