It's not really noticable on most console games because of the low resolution and the FPS limiter on most systems. For a PC however, you're running at very high resolutions and your monitor needs a higher refresh rate for a higher FPS output. Just depends on what you're doing with it though, anything that requires DirectX or OpenGL to run, is going to experience motion blur while running (in 99.9% of cases). So if you're the average computer user it doesn't really matter to you.

Its been stated around 3 times that refresh rate has nothing to do with ghosting; its the response time. The reason lcds have a reputation for ghosting is cause they historically have horrible response times, they used to be pretty high like in the 21-50 millisecond range. nowadays you have 8-12 ms 17inch panels being produces which don't have any real problem with ghosting.
