OK here's what I suggest we do to fix it:
1. Make a NEW install of phpbb either in a new directory or even a subdomain (maybe forums.beneck.com? That would be kinda cool)
2. Back up the database
3. Make a NEW MySQL database and direct the new install of phpbb to it
4. Restore the database to the NEW MySQL database
This SHOULD fix the problems, because if there's some script in action then it won't know where the new install is. I don't see how we could POSSIBLY use up 50,000 queries per hour.
When it gets this bad we've almost definitely been hacked.

Ok I did some stuff (Watched Jones enough to get an idea)
1) Removed old database (the locked one, it's gone now)
2) Removed chat database (nobody used it)
3) This freed up 2 users (out of 5 total I believe)
4) Added 2 more php users for total of 5.
5) Redid random choice thing in config file (array of 0-4, rand of 0-4)
6) Crossed fingers!
I dunno, I launched in and got to this reply without any errors. Let me know how you guys do! Remember email me at benheck@charter.net if something critical comes up as the forums won't be a good way of contacting me if they're down
