It becomes a hassle when you look for an interesting topic in F42 and all you see are spam-filled ones. Look at it this way:
The thread is only there until something better replaces it.
If people are still posting in it, let it stay there. If it isn't related to the forum, move it to F42.

A spam thread (random posts just for the sake of posting) is garbage and has no reason to exist. A random topic, on the other hand, can be just fine as long as it goes somewhere without becoming a bunch of random crap. It's all about the direction the thread goes, not simply spammy topics (stuff like 1338 is the exception because seriously what the fudge). If you're just bored and feel like just spamming to waste time, get off the internet and do something.

Well, First off, I'm glad so far we have been able to keep this topic on track, and that a general discussion has come up. Although it doesn't seem like a good idea to me, I think we should generate a poll on a spam board: we don't have to implement it, but it would give a general idea of who is where.

I got the meaning (just because everyone thinks its a good idea to jump off a cliff doesn't make it a good decision to do so), I was just saying that even if everyone on the forums wants a spam section, Ben still makes the final decision.
