Probably a danceclub/arcade/hotel/casino/lounge combo with body painted cage dancers inexpensive drink specials, shows and possibly hourly rotation of theme/decor.

Looking at other responses here confuses me. Little mention of drinking, women, gambling, or music...
Of course I'd want the people to be real. No point building a virtual monument to hedonism if you can't charge admission. Depending on which trekkie's 'holodeck rules' you follow, a very large environment could take up very little ground.
