Weird optical Illusion?

Perhaps you refer to the dot matrixed "shadow" effect I used. With a GIF image, you make every other dot transparent, every other dot black, and they mush together onscreen to look like a translucent shadow.

I do this 1) for fun and 2) as a reference to the shadow effects games back in the 16 bit era used.

Depending on where you live? Where do you get this stuff man? The refresh rate (or flicker as you call it) can easily be changed in your video card\advanced display settings; it has nothing to do with where you live. In fact, the refresh rate on this baby is 85hz

Yes, but usually it is set to a certain hertz...in America, default is 60
