You should use a flathead screwdriver to scrape it off. It gets all the green epoxy off, whereas a knife or sandpaper leaves little bits that will prevent the solder from sticking very well. Don't forget to use a good amount of flux and a hight heat iron when you solder to the copper. You know the iron is hot enough when the flux starts to boil adn then the solder starts to stick.
