I think the majority of the power supplies out there can handle their rated load just fine as I have witnessed multiple times.

And wall warts are supposed to have a circuit built in so they only supply a set amount of max current.
If you pull enough so that it gets hot, but doesn't trip the circuit, that circuitry is no good :)

Yes, you don't want to go cheap on PSUs. If the rating isn't a peak power output, and you're not using more than that, it will be fine.

But keep in mind that as you approach using the peak output, efficiency goes down.
