the switching regulator is lowering the 15v to 8v for the screen. The 15v goes to the gamecube. And I would love to use the magic way to power the gamecube with 7.4v batteries, but I have no idea how to do that on a Rev C gamecube.

Yes, check to see what the regulator is outputting amp wise. Continue to troubleshoot on your own, here are some things I want you to try:
Run a separate power source through the 8v regulator apart from the batteries that are being used to power the GC. What reaction do you get?
Check to see if the gc outputs the video fine onto the tv while powering the screen and GC off of the same batteries

I bet the linear regulator gets frigging hot, right?
