That is a NOAC. The glop-top you photographed is actually the ROM chip (apparently cheaper than using a plastic eeprom). It probably has a pinout similar to a industry-standard 44-pin flash ROM. If you had a logic analyzer you could compare the signals against that of a conventional rom chip. You aren't going to be able to wire a cartridge slot to it.

what I did on the radica, was instead of removing it (and risking trace rippage), I just cut the mounted chip that had the glop top on it so it was completely disfunctional, then wired stuff to the contacts.
