That's my opinion too. Plus some people seem like they're putting on a show when they type. Well, distraction somewhat goes without saying; I guess that I should extend that my opinion also includes if it isn't distracting people around you. Then again, a time that you can play games is a time that it should be OK if someone's distracted. The whole point is that you're playing games while you don't need to watch the professor. If it's a problem that you're not watching the professor/others aren't watching, then you shouldn't being playing games. Such times can include before the lecture starts, while homework is being collected, or during free time.
