Like mentioned LCDs use a digital signal. You can just connect that to a Dreamcast and it works, you need something to convert it to an analog signal.
So if you have an old laptop where the graphics are not soldered to the motherboard, you can get away with it. But 98%+ you can't it's very rare to get on you could use in that way.
Alternative: Look on Ebay and see if there are any Hip Gear Screens, portable DVD players with broken DVD-ROMs, or just see if you can find a good sized screen for cheap.
