I say build a scale model with a thin/light chain first and work from there. It might be fun to have a small hookshot with a big ol' magnet on the end that you would just have to propel somehow. It would be easier to build, anyway.

well the propulson is simple enough, use a spring power or something like that, when you hit the relese it launches, then another button to activate a electric motor that will reel it back in, it will still be hard though to find a motor with enough power to reel in fast and be compact, the reel is simple enough set it up like a fishing reel (open face or even more like a fly type reel) how big are you looking to make this thing anyway?

How about using a harpoon gun? I used to have one and I can tell you it shot pretty damn hard.
