It isn't exactly overseas, but I live in Canada and have paid $0 shipping, so it'll probably be the same for you.

Well, these screens are digital and won't be suitable for portables, but technically you can get LCD samples from here: http://www.fordata.cn

Haven't tried them though. yet...

They think that by offering free samples (for electronics), that your a company prototyping a design, and once you finish the design your going to buy parts in bulk. Of course, your not obligated to do this or anything...
