anybe someone might want to email nintendo about this and ask them they could probubley give you an answer and they just might be willing to
btw it still dont know if I compleatley belive this but you may want to try outher channels maybe you can find one if comes in clear on when I was about 9 years old a set up a very short wave tv broadcast out of a kit as one of the first things I bulit myself and on some channels it did what you discribed but on the correct channel it came in clear

Here are some other people who have done this.
I can't get it to come in clear enough to get a good picture, so no photo from me for now.

I looked at some of those sites and you were right according to you and quite a few others it does brodcast onto tvs. Itd be neat if the signal was stronger and clearer but you know that it probably wasnt designed to even brodcast(except for multiplayer) at all so you cant expect it to be too strong.
