That SCART to/from S-Video is a breakout and will only work correctly if the device outputs S-Video on the correct Pins of SCART. What your seeing is composite video on one of the pins, or a poor-quality composite to S-Video adapter (a single capacitor).

D'oh!
God, I'm almost ashamed to say this, but I found the problem...sorta. The s-video cable going from my switch to the television had fallen out. 
Anyway, everything's now in either black and white or color with very, very little saturation. Any help?

Genesis SCART-to-S-VIDEO Conversion - Why Doesn't This Work?
I was trying to get S-VIDEO-quality output from my Sega Genesis without actually modifying it, so I purchased a Genesis SCART cable, an SCART coupler and an SCART-to-S-VIDEO converter, expecting it to work. Here's how it looks when they're all together:
