When I pulled clipped it off with the screwdriver it came off

My friends power buttom kept flashing when you would turn it on and I looked on the internet and saw that you could cut the 4th pin on chip 3193A. Well I found the chip and looked away for a second then I looked back and thought I was cutting the fourth pin on 3193A but I cut the fourth pin on 8849H ...
