I really need some advice about building a neo geo mvs arcade machine.

I am selling the book on eBay, because I never had the time to do the projects and I am trying to save up to go travelling around Europe =)
The book is in very good condition and also comes with the case parts sold by Ben for the Hand Built NES.

If I wanted to be able to underclock it, would a 3.5 mhz crystal be good? I plan to use a switch that let me choose three different options (4 mhz, 8 mhz and 3.5 mhz)
