If anyone knows, can you name this game?

My friend was asking me if I knew some older game that, as he describes it: "a game similar to robocop, they were cops that had some armor and they would power up and so on. One was red and the other blue." He says he remembers playing it at the arcade but thinks it was on the Sega too, I'm guessing he meant Genesis.

It's kinda making me crazy that I can't think of what game that was, so I'm asking if anyone of you knows what it might be. :P

No, older than Virtua Cop. I'm guessing a side scroller, kinda like Contra.

I believe lethal enforcers was on the Sega CD (genesis add on) that's kind of a virtua-cop esque game...

He said he remembers playing it late 80's to early 90's. Narc on the NES was around then, but he said no to that too.
