The electrons go from 0V to the voltage needed, such as 7.2V, unless something uses that voltage. If nothing uses it, they will keep gaining 7.2V over what they already contain.

Okay, after some testing and modifying to my screen, it was not completely dead. Apparently the fuse was blown and the florescent bulb was blown. Yay! I can now get back to protablizeing
