Its mainly for playing games that support DSP chip, such as Mario Kart, Pilotwings, etc.
The CIC-161 is the region lockout chip, and needs to be soldered onto the flashcart. I didnt buy one, since I have extra games laying around to pull one out of.

Is it required to play those games? (Don't mind me if any of this seems like common knowledge, this is going to be my first venture into modding older consoles)

Well what you do is insert a cartridge that has the DSP chip on the t connector. Then, you can put any other game on the flash cart that uses the same chip. Im not sure what special chips are supported via the T, but you should be able to find out via the tototek forums. I never needed it myself, since I own the real carts. I mainly got the flash cart to play fan translated games.
