a PAL-format video capture/TV tuner would probably work in a US computer, but you'd have to have PAL-format devices to plug into it.

I mean PCI is PCI, right?

You could also use a video output card to convert PAL video to NTSC video if I'm correct probably not lol.

Well, I know my PowerMac 8500 can accept and output PAL and NTSC through its internal AV decoder jacks, so most video cards should (I mean, this thing is like 6 years old).

yeah it wll work as long as u use pal equipment with it, cause pal i believe is 50 hertz and ntsc is 60 hertz.
I'm a noob....and lazy....i like to do things the simple way.

I have not seen a Video Capture Card so far that doesnt have the ability to change the input signal format. Ive got a really REALLY old PCI All in wonder back from 1996, and it has the ability to accept PAL-50, PAL-60, NTSC (A-J).
I also have a BT878 based hauppauge card from early 2000 and it has the same feature.

Im sure any card you get today will have the ability to change the input formats.

Wow, and I thought i was being an ass making fun of the wasted banwith on the human clock... i have been outdone! noooooooo! LOL
