I agree with Metallica Man X, it may be Lethal Enforcers.
Although side scrolling and both on the arcade and genesis, the controllers were blue and red.

I had already mentioned contra and he said no, I don't know about Lethal Enforcers but I don't think that's it. He told me today that he told a co-worker about the game to see if maybe he knew about it and the co-worker said that he thinks he knows what he's talking about but he can't remember the game either. LOL
